When ever I dont answer this guys texts (who i am trying to get over)...?

He says things like Guess what or yo i need your help or even can you do me a favor? Why does he do this, this guy has a girlfriend but has told me he loves me. I said what about your girlfriend and he says he just doesnt know anything anymore. He says countlessly how were going to get together after him and her. I'm trying to stop texting him, usually we text non-stop ive been cutting back. How do i let him go. What do i even do
