What does "God bless America" mean?

I never understood this phrase. Doesn't God bless all people? Does he favor some countries over others? If not, might we not just say, God bless us all? Or when we are saying this are we asking God to favor us above other people and treat us better say than he treats the French, or the Uzbeks?
