Whats the name of the movie that ends with the guy going to surf a really big wave?

Ok. I know that in the movie there is a cop that follows a guy and when he finally catches him, the guys asks for him to let him go and ride a really big wave as a last favor, i think the guy dies after doing it. I know its vague but it is all i remember. It is a nineties movie i think ( i was a kid then) and i know both guys were surfers. Anyone can help me?
