Can you sue to obtain money owed by an inlaw who has since moved to Britian?

A couple of years ago, as a favour to my wife, I paid off my brother-in-laws credit card debt in full. He had moved to the UK and still had the debt hanging over his head in Canada. He has not paid a cent back and is now refusing to even discuss the matter. Can legal action be taken to recover the money?
