Ideas for kids wedding favours?

I will be having a child-friendly reception, and to help with the entertainment Im putting together a kids favour, it will be a little gift bag full of things for them to play with... The problem is, so far I can only think of a colouring in book with pencils! Any ideas? I dont want to spend too much, and I dont want it to encourage too much of a ruckus or mess (eg no inks or play-dough, and no noisy toys)
