How to talk my mom into this? Help please! (19)?

Ok so my boyfriend and I live 7 minutes away in the hill country.We are both 19 and we hardly get to see each other.We have to rely on others for transportation and it sucks.NOW I have been thinking a LOT lately about just walking to his house or having us meet up somewhere like the nearby exxon.Here's the thing..my mom doesn't want me walking to his house because she is scared of "Drunk people driving" and "wolves" pretty much.We only live 7 minutes away from each other.I know my way to his house and he knows his way to mine.It is about a 30 minute walk or more but I wouldn't mind walking.He used to walk to my house carrying a friggen luggage bag on his shoulders and there are some wild hills out here.This is seeming to be our last resort(for now).Until he gets a vehicle and I get a license.I am 19 and a half ,I see 12 and 13 years old roaming the neighborhood all the time.I don't see why she is acting like this.I am clearly old enough to make my own decisions am I not?
